Most of the problems I run into with cars is electrical, so a meter is an indespensible tool. I consider it as important as sockets or a torx set.
You can buy an inexpensive multimeter for about $25 from Radio Shack. Stick with a meter that has volts, ohms, and current (ma). Avoid meters that will test transistors, measure inductance or capacitance, or measure frequency. Yes, those are all useful functions, but in an inexpensive meter, just take away from what your really need - volts, ohms, amps. I've got a master's degree in electrical engineering, and I've never gotten much use out of anything but volts, ohms, and amps.
Eventually you may find that you want a better meter, in which case treat yourself to a nice Fluke (yes, that's the brand) - they're indestructable and will last a lifetime. A nice volt, ohms, amps version will run just over $100. But that's in the future. Hit Radio Shack, or possibly even Home Depot and get a decent, inexpensive one. You'll be glad you did.
