I've been wondering since I bought my car, so I went out and looked at it closely and suddenly it hit me ---

It functions to reduce the temperature of the coolant that is fed through the throttle body. It's quite clever actually.

In your picture you see that there are two hoses connected to the metal fitting that sticks into the intake pipe. The thin hose is tapped off the turbo coolant line, so it contains only coolant. The thicker hose contains air and also coolant - it runs up the side of the engine and then splits into two parts, one that goes to the PCV nipple on the valve cover, and the other carries coolant to the throttle body. If you squeeze the thick hose before it divides, you will feel a thinner metal hose inside.

So the vacuum line at the PCV nipple sucks a constant supply of cool air from the intake through the large hose, and this draws heat away from the metal coolant hose inside.

Coolant is fed through the throttle body in order to quickly melt any frozen condensation (during very cold weather, of course) that can cause the butterfly valve to stick. However, you wouldn't want the throttle body to get really hot, because the air passing through would be heated also. That little device helps to reduce the temperature of the coolant before it reaches the throttle body.

The metal coolant line that runs to the turbo is fed directly from the engine block, so it heats up very quickly, even on a cold day. Having the coolant flow upwards from this line reduces the rate of the flow, which gives it more time to be cooled in the metal tube before entering the throttle body.
