Brake Fluid Reservoir Level?

I noticed on my '90 9KT, that the reservoir fluid level specified by the markings on the tank are at a level that would not replenish the clutch loop. In other words, the recommended level was lower than the plastic dam that segregates the clutch line from the brake system. I thought that a higher fluid level would be more beneficial since the clutch loop would then have more margin before it bled out, in the event of a slow leak. Does anyone have any experience with keeping the brake fluid level higher than recommended? It is still at a level which is below that required to spill over. I'm just wondering if there are any pitfalls to doing this. Obviously you would have to remove some brake fluid prior to changing out the pads. But are there any issues other than this to be aware of?
