Lousy mileage is too much fuel. I could be because the ECU is commanding too much fuel or the fuel pressure is too high. A bad O2 sensor would trick the ECU into commanding too much fuel. In the case of high fuel pressure, the O2 sensor would be screaming RICH!, and the ECU would be cutting back on fuel, but the O2 sensor only has about 25% authority on the fuel.
Hit the basics. Pull the plugs and throw a voltmeter on the O2 sensor. If the plugs are black, you're running rich. If they're grey, then it's just a heavy foot with a new toy.
If the plugs are black and the O2 sensor is reading lean, then you know the O2 sensor is lying, and should be replaced. If the plugs are black and the O2 reads rich, then the sensor isn't lying. It could still be a slow/lazy sensor, but you won't know until you get the rest cleaned up.
You may have to run a fuel pressure check/fuel delivery check. The FPR should be delivering the least fuel pressure at idle (lots of intake vacuum) - make sure the diaphram isn't damaged.
Make sure you inspect all the plugs - you might have one lazy/sticky fuel injector that's running one cylinder very rich.
If you need a Trionic manual sooner, let me know. I think mine is from '96 on, but it might help.
