Maybe I am confused about your terminology. Are you saying that you turn the ACC to OFF and the compressor continues to run? The center of the compressor (clutch) turns when the compressor is engaged. If the clutch is engaged when the ACC is switched to Econ or Off, then I think it's the control unit.
However, if the problem is that the ventilation fan won't shut off, but the compressor does, then it could be a wiring problem around the fan/controller. 12V is supplied to the blower motor whenever the ignition is on. Fan speed is controlled by varying ground via the controller. Therefore, if there's a short in the black wire running from the blower motor to the fan speed controller, the blower motor will run constantly. Furthermore, something other than the transistor in the controller could have fried. You might want to try another fan speed controller from a junkyard.
