Brian, I also broke the heater flap at the pivot pin a while back, and here is how I fixed it. I got a small (1/4) diameter aluminum spacer from Radio Shack (I think) and #6 sheet metal screw about 1 inch long. I drilled a small pilot hole (1/16) in the broken pin location. I then carefully screwed into the flap with the spacer on the outside of the screw.
Of course if you broke the lever arm this won't help.
On the broken bolt, drilling it out will be a hassle. The bolt is harder than the head, and it is tough to drill exactly in the center. You might be looking at a Helicoil job. Try turning the bolt in with the vise grips then out. Maybe you can break the corrosion that way.
