Yep, I've got another theory!
There's a thingy called the "AIC valve" or about 23 other names like "idle air valve". It's basically an air valve coupled to a little electric motor which is controlled by the fuel injection computer. The computer sends signals to the motor to open or close the valve, in order to regulate the idle speed.
Anyhow, these valves are very trouble-prone. It sounds to me like the valve is malfunctioning at low temperatures, and what you're seeing is the computer's futile attempts to regulate the idle.
If you do a search on this BBS on "AIC" or "idle" you'll find quite a lot of information. Sometimes all that's needed is to clean the valve.
