It's possible, although not exactly what I would expect from a solenoid.
I do know this (just ran the test 2 minutes ago). Both the new and the old BPCs (APC Solenoids) read 2.7 Ohms when the center pin is read to the right or left pins. The old one passes air, in the de-energized state, from C through W and slightly through R which indicates that the slider is in a slightly different location than the new one(if the resistance was variable and dependant upon solenoid position, wouldn't I have one reading slightly higher than the other in this case?). From other sources I've read, air passing through both W and R is a "no no". It's either all out W or all out R. The new one, in the de-energized state, ONLY passes air through port W.
My best guess... There are two coils in the solenoid one to allow airflow through W and the other to switch airflow through R. One coil is fine (can pull in one direction) the other is shorted (cannot pull in the other direction). Due to the short, the solenoid can no longer switch to the opposite position.

I don't know where to tell you to go from here as this case is no longer cut and dry. The fact that you are reading a straight short through one side of the solenoid may cause you to lose another BPC (so I've been told). Then again, it may not. Perhaps you can get a used one to try first. I saw that one of the members was offering a used one in response from your earlier post.
Check out the BPC on Quasi's site. Maybe this will clear up the variable question?
