Bolts maintain their clamping force by being stretched when tightened. A bolt or stud is a short stiff spring in tension. When a degree of rotation is specified the bolt is stretched a amount equal to the pitch of the thread times the degrees turned/360 minus any compression of material (head gasket and metal) between the bolt head and threads. A specified rotation is a way to decrease the affects of friction as described by Anders.
