Trouble Shooting High Beam Problem

Since my high beams stopped working recently I have searched through the archive on possible solutions to fix them. But my first thought is that my high beam stalk on the steering wheel does not make a click when switched to high, it just pulls up with the same resistance. I can't remember if it was always like this and if this could be my problem. Does anyone else stalk click or just pull up without engaging anything? Also, my car did not have the foglights on it when I bought it, and the wires are not connected to anything right now. Could this be effecting the high beam ground? Thanks in advance.
