I only recall a vague click from the headlight relay (behind the glove box) making any sort of click when I turn on the high beams. First of all, check the fuse for the high beams. Check to see whether or not the high-beam indicator light on your gauge panel lights up when you try the high beams. If it does light up, this is a sign that the relay is registering the request; after this, I get the old voltmeter out and check for current at the high-beam tang in the headlight bulb socket. If you've got juice here (which I somehow doubt), then there is a ground problem. If there's no juice at the headlight bulb socket, pull the relay and test for power at the pins. If there is power at the relay pins, then the relay is most probably bad.
