I am trying to solve what appears to be this same problem for my 87 9000Turbo.
In answer to your question, YEs, there is supposed to be a click when hi beams are turned on. Mine went out one day while driving home from work. I clicked them off, then there were no lights at all when I clicked back on (also some bad sound coming from switch). Finally, low beams came back on, but Hi won't.
Last week, I replaced the switch. The sound is back (clicks when it is suppoosed to), but I still don't have hi beams. I bought the switch used off saabnet classified, so I can't say for sure that I have a good one, but it sounds OK. I'm now wondering if I could have blown both headlights at the same time because of the switch going bad??? Since there was a post recently from someone saying they are going through headlight bulbs like mad, I think that changing a bulb will be my next course of action.
Who knows? Unfortunately, I am not that well versed on electronics, voltmeters, etc., so if the headlight bulbs don't work, I will probably have to (groan) pay someone to look at it.

One last thought. There is a relay behind the glovebox that one post a couple months back had mentioned could cause the problem. I tried, and it didn't work for me, but you might want to take a look. (FYI, you have to take the whole glove box out to get to the relays.
