In normal operation vacuum is applied from the intake manifold through the TCS safety switch on the firewall to the limp home mode (LHM) vacuum solenoid in the throttle body. This keeps the emergency cable connection for the throttle disconnected and allows the electronic throttle to do the work.
Your safety valve failed and held vacuum in the circuit to the throttle body. The ECU detected a TCS failure and lit the light and attempted to go to LHM. The cable could not engage due to the TCS valve failure mode.The valve is supposed to open and dump vacuum in the event of a failure to engage the cable but in your case perhaps the valve was plugged? Is the left hand (open) connection at the valve actually open?
This is my theory and I'm sticking to it. Hope it provides at least some food for thought. From my reading it appears the safety valve is a prime suspect for any TCS issue.
