whats the real problem?

I have a 1993 9000 cse, during a snowstorm i parked my car on the side of the road. when i went out to move it the car started but with extremely low idle and the tcs and check engine light was on. I gave it gas yet the gas pedel just hit the floor and nothing happened. So i opened my hood and the throttle cable was pulled all the way open, and stuck that way, but when i looked at the butterfly valve it was just barely open. I thought that the throttle body was no good, so when i went to replace it, i was pulling off a vacuum hose and i heard loud hissing, and the butterfly valve and throttle cable both went back to the closed position. So it seems that there was something blocking the vacuum pathway. Any ideas at what this could be? I still need to get the tcs recalibrated so if that completely fixed the problem i am not sure because the car will not idle. Any ideas at what the real cause of the problem is would be very helpful. thanks
