In the '88, they are individual switches for each window. You can replace just the bulbs without having to replace everything. You do have to dissassemble each switch, unsolder the old bulb, and solder in a new one, so if you're not comfortable with a soldering iron, don't do it. But unless you find a good used one, for the cost of a new one, you can get yourself a very, very nice soldering iron and experiment a lot, and still have $$$$ leftover.
I'd assume most used units have burned out bulbs.
You can get the bulbs at Radio Shack. I use the 12V, 60 ma, wire lead bulbs, that come two to a pack for about $1.80. While the switches are apart, you can clean the contacts, which makes for faster running windows. The express down may just be that the express down contact is dirty.
