14.5-14.7 volt charge when cold and lights off

I bought my 4th SAAB recently (95 CSE w/94k). This one charges at 14.5-14.7V when driving with lights off. Drops to 14.1-14.3 with lights on. It s been very cold lately which I understand can increase the charging voltage. This is higher than on my past 9k and higher than what I read here. No indications of bad brushes (e.g. low voltage). Is this OK? Can I do any damage. Battery is supposed to be new, but it doesn't crank as strongly as my past 9k.
