Definately check against a known good digital voltmeter. Check voltages both with no load, and high load (headlights, fan on HI, seat heaters and defroster ON, etc). I've seen the EDU off by at least 0.3 volts in some cars.
Yes, the VR is temperature compensated. The colder the VR is, the higher the output voltage. The VR measures the VR temperature, it doesn't measure outside temp or battery temp. So it starts out pretty cold on a cold morning, and warms up as the engine warms up (voltage drops).
14.7 is high, even for no load on a very cold morning. Check it with a meter. If you are seeing over 14.5, I would think about replacing the VR at some point, but no rush. 15.0 or more, and get that baby out of there!
I'll bet that with a decent meter, you'll find yourself in the 14.2 or 14.1 volt range, no load, and that's fine.
