Hooter is not solenoid!

The problem you described is probably due to the hooter valve, also known as "turbo bypass valve". In the link that NT posted for you it's called like this, and, as you see, isn't that pricey item.
The "solenoid valve" is a different thing at all, and it has nothing to do with your problem: a faulty solenoid can cause a low boost, but not your symptoms. The price that your mechanic gave you was for a solenoid valve, that's for sure.
Don't buy a used hooter valve, it's a fault-prone item so it's a risk to take it wihout being sure of its effectivness. Buy it new, OEM or upgraded, and you'll go the safer way.
One trick to diagnose the hooter: disconnect the vacuum hoe that goes to it, and apply suction to it: it should hold vacuum, if you can suck air then it's faulty. Remember that if it holds under your mouth suction, it's not sure that it will hold the engine vacuum, so even if you can't suck it's not a prouve of a good valve.
The hooter valve, or turbo bypass valve, is in the front of the engine compartment, in the driver's (US) side. It connects the hose that is between th air filter and the turbo and the aluminium hose that goes to the throttle body, and has a vaccum hose that goes to it.

Hope I've been helpful. Didn't wanted to be redundant, but I wanted to point out that hooter and solenoid aren't the same thing at all.
