May performance oriented automatic tranny cars downshift from 4th to 3rd when you slow down. This is for two reasons - one, it provides engine braking, and two, it drops you into a better gear if you happen to want to suddenly accelerate.
However, I think there's a problem with your tranny. First, you want to make sure the downshift cable is adjusted correctly. Secondly, the engine rev between 3rd and 4th is not good. That's a time when the tranny is in neutral. That shouldn't happen. Make sure your fluid levels are good, and if you haven't changed the fluid and filter in the past 15K miles/25K Km, then do so.
It sounds like the transmission is hunting. It's normal to downshift when you slow down. Shifting back up isn't normal. Check that downshift cable!
