I can only speak for UK spec. cars but these are prone to the blue wire rotting out that links between the thermo switch in the radiator and the relay.Check the continuity of this wire by unplugging the thermo switch and placing a multi-meter between the wire and pin 3 on the low speed fan relay. This controls the low speed circuit which when operating properly will cut in at approx 3/4 up the temp gauge scale and bring the gauge down to 5/8 level. The low speed cooling fan is the same speed as for when the air-con pulls the fan in. Hope this is of help, UK spec cars only have a single fan on the back of the radiatior, is this the same as US spec cars?
