Brakes binding? Please help

Ok, this might not be a problem, but it raised my concern, so I decided to ask since my automotive knowledge is only beginning to grow.
I jacked up my left front wheel to try and get to the charcoal cannister. I noticed that the wheel is not free spinning. Infact, there is a mild grinding/scraping noise when I turn the wheel. The sound almost definitely came from the pad/rotor interface. With the wheel off, it was near impossible to turn the rotor (lower leverage).
The car is a 5spd and was in neutral. The brake fluid level was way higher than the max limit (previous owner). I bled some fluid out to bring it to the max limit, but nothing changed. The level is also being maintained so I dont think there is any leak anywhere.
So, is this normal? The pads to grind against the rotors when the pedal is not being pushed? Btw, I tried this with the car running and switched off. No difference. I'm trying to trouble-shoot low mileage problems here, hence the concern.
