I'm going to say this is normal.
Even with the car in neutral, you are trying to move the differential, so it won't be free spinning.
When you press the brake pedal down, it presses the pads against the rotor. When you take your foot off the pedal, the squeeze is released, but the pads don't 'spring' back. With your foot off the brake, the pads drag a little. As the wheels turn, imperfections in the rotor push the piston back a little.
You drove your car to the parking spot, used the brakes to stop, then jacked up and removed the wheel. There wasn't a lot of wheel turning from when the brakes were last applied, so the piston won't have been pushed back. Some drag is to be expected.
My definition of 'free spinning' is to be able to turn the TIRE by hand without much effort. It's normal to hear some scraping of pad on rotor. It can be hard to turn a hub by hand without a tire on it.
