I used aquarium sealant in the end. It is basically a pure silicone RTV type of thing. I did this based on a friends recommendation. His fix stood up for three years until he sold the car.
I took the mirror and plastic mount off of the car. This can be done by rotating the plastic ring behind the mirror. This is accessed via the hole at the bottom of the mirror housing. You may have to move the mirror to position it for best access. After cleaning the back of the mirror and the foam mounting surface with alcohol, I applied a thin layer of sealant all over the foam surface, put the mirror in place and applied a light load (weight) to insure good contact. I put it back on the car and so far it has been fine. I don't know how well the defroster function works since we haven't had any frost recently. I'm hoping it's OK. I'll find out in November.
