First try and remove the rotor with a pull. It may come off easily. If it resists, cracking the plastic shaft with a pliers is fine.
Personally, I don't use any Loctite or any other locking compound. I've done it this way for a couple of decades now, and I've never had a rotor come loose. The next time you need to remove the rotor, you can usually just pull it off (not easily, but it does come) and not resort to crushing.
