time. That's why you have to look for leaks AFTER the system is filled up too.
The 10min vacuum hold doesn't work good since many seals and hoses can hold tight when sucked together but leaks under pressure.
I always insert leak dye when filling the system and use a black light to search for leaks after a test drive.
But sometimes the leak is so small that it's not visible until the day after.
The A/C shops can have a very tough time if they want to follow the law and at the same time keep the customer happy.
And thinking about your answer, the law is Federal (not CA). All technicians and shops had to get a certain A/C license in 1991-92 to be able to work with and buy Freon. I think some of it have lighten up a little since you are able to buy small cans of R134 in the stores nowadays.
