Hi Shawn,
I've had a few saabs as well....c900 sport 86, c900t 88, 9000t 88 and am now running in my fourth Saab which just happens to be a 95 CSE. A wonderful car and brand...but I am bias.
I haven't really been focused on the boost gauge.....in terms of the diff between where it resides when not under load. I can say that the temp gauge acts in a similar fashion to that of yours. It lives mostly between 8 and 830 about and has done so since new. This I agree is diff from the other saabs I've owned as they lived comfortably around 9-930 (midway).
I think this is normal. Btw, I have just been to your site, the CSE looks very clean, you should have this one for a while!
