The charging voltage should be ~13 - 14 Volts on normal temperature, in low temperatures the voltage might be just a bit over 14.
Anything below 13 volts in long run is not acceptable! If voltage is lower than that then most probably your car is not charging the battery and it is only a matter of time when the battery is empty and your journey is cut-off.
Just like I said before, put them to check the grounding (battery to chassis and engine to chassis). The bad grounding causes voltage to jump high.
The drop of the voltage may be caused by almost worn out alternator brushes. The brushes are integrated with the voltage regulator. So if the fixing of ground doesn't work then put them change the voltage regulator/brush pack.
The overall loss of electricity (as you described that engine has problems while turn signals are on) can be caused by either bad ground or almost dead battery.
BTW,,, also check that before you start the engine the battery warning indicator light illuminates in the dashboard. It is one of the most important lights in your car, since if that bulb is blown or wire broken/cut-off then the alternaor is not charging at all! Also the light should be totally off during normal driving conditions.
While cleaning the ground contacts, I'd also clean the battery positive supply.
