Definately don't force it. But the idea is to find out if the mechanism in the dash is flopping around.
The ACC self-test moves all the actuators around, changes fan speeds, etc. Each actuator (servo) has a position feedback sensor, so the ACC knows if the actuator moves. What it doesn't know is if the mechanical linkage on the end of the actuator is connected.
The self-test does provide fault codes, but like most automatic systems, it's not perfect. As mentioned, it can't tell if the linkages are connected. And it's possible for it to produce a fault code pointing at a perfectly good part. For example, if it says the blower motor is dead, but instead it's a bad connection at the back of the ACC unit going to the blower motor, don't just replace the blower motor because there was a fault code. Fault codes point you to a place to start looking.
