1) yes, a good free flow exhaust can give you better engine response as in faster turbo spool up, this may give you some minimal HP/torque increase. If you can replace the downpipe and a race cat as well, then you would get some HP/torque increase as well as even better engine response. All these without changing the computer but may need some minor adjustment to base boost if you change the downpipe.
2) as with everything, there is a trade off, you generally get more noise from your exhaust with almost any free flow system. Depending which system you purchase, the noise increase varies from minimal to intrusive. Also, depending on how you use your car, you may put a bit more stress on the transmission, but if you don't race from stop light and use any added power wisely, then you won't get into much trouble with the rest of the car.
3) how fast you want to go depends on how much you want to pay. I would suggest you visit Taliaferro Saab (see link under "Sponsors" at this site) and get some ideas about various options and costs. A good cat back free flow exhaust may cost somewhere in the neighborhood of $600 and up. You may get something cheaper by someone doing bits and pieces of it but they tend not to hang that well, it's your call.
I would go for a stainless steel exhaust so at least you don't have to replace the think in a few years.
