I would conservatively estimate an increase of 10 hp with a 3" downpipe and cat'. If you're worried about sound, put the OEM muffler on the rear - it will be quiet and there will be a marginal loss of hp. Most of the flow losses occur from the downpipe and the cat'. A JT 3" downpipe shouldn't cost you more than $225, and a good 3" cat' can be had for under $90.
The JT is aluminized steel, which I've found to be more than sufficient at resisting corrosion.
It's my preference to avoid stainless on downpipes - stainless tends to be brittle, vis-a-vis aluminized steel, especially on a part that undergoes a lot of heat-cycling. I've had a JT on my 9000 for over two years, it looks the same as new, and I expect to get, at least, another two and a half out of it. A larger, better flowing downpipe and cat' is one of the better modifications one can do to a turbo-charged Saab. Not only will it perceptibly increase the performance, but it will also create better operating conditions for the engine - exhaust gas temperatures will be lowered and the volumetric efficiency, in general, will increase.
