Is BPC supposed to rattle when removed and shaken?

I removed it last night, and cleaned it this time with carb cleaner and then with brake-parts cleaner. After letting it sit to dry, I shook it, but I did not hear anything rattle inside it. I seem to remember reading here that I should hear the valve rattle when the unit is shaken. I shook it pretty hard, but heard nothing.
Also, I tested the resistance of the BPC. I did this with the electrical connector disconnected, and touched the center pin and one of the side pins within the BPC. My ohm-meter displays in units of 1K and starts at the highest number then scales down to 0. When I touched the pins, the needle jumped and pinned itself on 0 (and a little beyond that, actually). Given the fact that it is in units of 1K, does this signify that I am getting the required 3 ohms, or does this show that the BPC has a problem?
I tested the car again this morning on my way to work and still not getting boost beyond 5 psi.
If I was having fuel filter/delivery and/or O2 sensor problems (even though these parts are brand new), wouldn't the car stumble or have rough idle or otherwise not run smoothly? Because the car is running perfectly, except for the no-boost condition.
