Well first things first - if the replacement valve you got was identical to the old one, you should complain to the vendor. That valve has been redesigned to be more reliable, and the new design is considerably larger than the old one - about the size of 8 quarters stacked up.

The problem with the failed valve isn't that it passes vacuum, it's that it passes *pressure*. When the turbocharger is doing its thing (boost gauge needle above white area), the intake manifold has a higher pressure than atmospheric. A failed valve will allow this pressure into the crankcase which is a major no-no. In the best case, the larger hose connected to the fitting on the valve cover will vent the pressure and nothing will happen. In the worst case (large hose obstructed), enough pressure could build up that seals would fail. Often what happens is that the pressure unseats the seal in the oil filler and fumes/vapor will blow out under the cap. Is the area around the filler cap oily?

It's also possible that the pressurization of the crankcase could push oil past valve seals and piston rings, so repairing the valve could fix a "high oil consumption" problem if you had one.
