Thanks for the helpful hints. I went to the local Saab/VW earlier today and had them pop the hood on a 97 CSE which has the same setup. I then ended up putting the car on ramps and going at it from below. If you take off the covers under the front lip of the car you can see the latches in front of the AC condenser from below. The dirver side will let you see the whole pin and everything, but the passenger side only lets you see the level for the release. I also tried your suggestion, but here is my new dilema the passanger side won't unlatch!!! Turns out my cable is not broken at all when I looked at it, but no matter how far over I push the passanger side latch over to the right the hood won't pop. The driver side will pop from inside the car again so I have no idea how that happened, but the passenger side makes a strange sound like something is broken when I move the latch. Can you post a picture of the hood pin and metal half ring assembly that hold the hood closed so I can figure out how to get some sort of hook inside the ring so I can pull it sideways like the latch it supposed to do. This is my last cry for help before just bringing it in to a mechanic. (Note: For anyone that ever breaks a cable there is an easier way to get at it. If you raise the car up and go at it from below you don't need to take any covers off. Just try and reach the metal clip for the driver side turning lamp. You can go between the intake and upper IC pipe really easily, but finding the clip in the dark is quite hard. Once you pop it take off the lamp and the cable should be right there wraped in black rubber.)
