When you really have voltages that high in the circuit, the only way they can possibly get there is a faulty voltage regulator. the regulator is mounted directly on the alternator.
I have struggled with this subject once, and you get all kinds of electrical gremlims from it, because in my case it was an intermittant fault.
Your EDU/SCC and the ACC will switch off with any voltage over 16V (and below 9V). You can burn a lot of headlight lamps, though.
