$800 for an IAC valve replacement?
These guys are thieves...run away quickly...but first you need to have a 'heart-to-heart' with the service manager. Raise a stink, tell him your car is worse since his technicians touched it and threaten action with the BBB, the local news channel, etc.. If you can't intimidate him into fixing what they broke, your money was probably wasted.
It does sound like an IAC/AIC valve problem at this point. Who knows, maybe they swapped in a bad one while your car was there. Make them explain exactly what they did and which parts were replaced. A 'broken throttle hose connection' sounds a bit ambiguous to me and shouldn't provoke a $194 'clean & refasten, no guarantee' band aid option vs. a $794 guaranteed fix.
My suspician is that the IAC was suspect, they tried to clean it and whatever they did accellerated its demise. Replacing it with a new unit shouldn't cost more that $300. You can get a boneyard/ebay version for under $100 or one from a site sponsor for ~$200. You could put it in yourself in less than an hour, an experienced tech could pop a new one in about 20 minutes.
Find yourself a good local indy that unserstands and loves Saabs.
