I've become an expert at removing seized fasteners.
The best method requires a set of left handed drill bits. Most good autoparts stores carry them, I'd bet there are several sets on ebay at the moment.
Start with a small size and a good sharp center punch. You don't want the drill wandering. I have a 1/2 HP power drill with enough torque to break your wrist and a 'close quarters' drill as well , but lesser drills probably work ok.
Work your way up in sizes, but given the size of a front cover bolt, I'd expect by the time you get to 3/16 the drill will catch and back the bolt right out. Screaming all the way.
Using left handed drills I've never had to use an easy out. The heat generated by the drill bits seems to help break the fasteners loose. Right handed drill bits just make the bolt tighter.
PB Blaster also helps on rusty fasteners. Where you're at I don't think you'll need it.
