Anders and DrBoost, I appreciate the tips.
The best wiring diagram that I currently have for this car (a 1994) is unfortunately my Haynes manual (had the factory set for my C900). As such, I have been shooting in the dark on this problem. I just came to the realization that there is a separate motor/module that controls the "cruise" function (doh!), and it has connections to both the cruise switches on the turn signal stalk and to the ECU. I believe that my car has the older style vacuum motor cruise control, as there is only one cable attached to the throttle plate, no separate cable for a stepper motor and the only module I see attached to the battery tray is for the ABS.
Perhaps there is some signal that the cruise module is sending (or isn't sending, i.e. broken connection) to the ECU, which falses the ECU into thinking that the cruise is "on" when it isn't - but from your description above, I'm not sure that this would be pin 36. Guess I'll have to dig into this a LOT deeper. It would certainly help to have a real wiring diagram - if I'm going to own this car for a while I better find one.
