Thanks for confirming that Townsend's 1992 diagram is applicable to the cruise control system on the 1994! Unfortunately, I know that the APC system for turbos did change in the interim, i.e. no separate APC Control module (function incorporated into the engine ECU), but this is an excellent start for troubleshooting. I will assume that SAAB used the same cruise control system on turbos and normally aspirated cars in 1994.
From the 1992 diagram, it appears that the only signal from cruise control to engine management is off of the Vacuum Switch (233). Perhaps this is what goes to Pin 36 on the engine ECU, as specified by DrBoost and Anders (further up this chain)??? Anyway, that's where I'll start looking, and I'll report my results.
