Need Technique for Removing Rear Shock Bolts!

My rear shock bolts are seized --'93 Aero, 131K from Cincinnati. I'll try adjusting the jack under the rear control arm up and down tomorrow but don't expect much from those efforts. Other posts I've found mainly speak of cutting off the bolts. I DO have new bolts and bushings, so I'm not worried about the bolts themselves.
Any thoughts on:
1. Procedure for removing bolts WITHOUT cutting?
2. Procedure and EXACT equipment list for CUTTING?
Many thanks! Was hugely frustrated by this today, and didn't get nearly so far as I hoped. In fact, only got so far as to remove the top mounting bolts and the nuts on the lower bolts.
