If the resistance check on the safety valve (or bleeder valve) that is
on the passenger side of the firewall is ok (per Bens posting in this thread), do this next.
turn key to run position and wait until brake fluid and anti lock lights
goes out. turn ignition off and wait for 10 seconds.
turn ignition to run again while looking at the red TCS CTRL light.
if the light stays on and not goes out, your TCS computer detected
a problem during key-on self test(usually electrical problem, open or short circuit).
If he light goes out after 1-3 seconds that indicate that key-on self test passed and you can assume that all electrical circuits are ok at the moment. in this case, start the car and see if it is turning the TCS CTRL light on and throw the system into limp Home Mode.
If it only happened after you started the car, go over the vacuum hoses from the intake manifold to the red/white (or black/white) round check valve
to the safety valve and to the diaphragm on top of the throttle body.
look for any leaks. also blow through the check valve and make sure it is only allows air flow in one way. (the black or red side should be connected to intake manifold, white side to the safety valve)
Now, if key-on self test failed, the only common things you can do without Saab scan tool is resistance test at safety valve that you prob. did already and, the the motor circuit at the throttle body. (e-mail me if you need instructions how to test the motor circuit and I will send you the info.)
If it comes down to a throttle body problem, I can get you a remanufactured
unit, or you can send yours over to be reconditioned.
