Blower Fan will not trun OFF@!

I searched the board and I am now confused. After a heavy New Orleans rain storm last week, I noticed my blower fan in my '92CS will not turn off, even when I turn off the ACC controller. I must pull the fuse!
Is the transister shot? If so, how do I replace it, where do I find it when I open the ACC back? Where can I locate a spare?
I also see some times the motor shorts out? I tried to recaliberate the ACC and it did not work, but doing so did get the fan to go to slow speed rather than almost wide open fast!
Any insight is greatly appreciated! Thanks!!!!
