Not to beat a dead horse but? It's two different spacers on the top of the tensioner, one that is inserted into the plastic bushing in piston and one that is between the piston eyelet and the timing cover.
Send me an E-mail and I can return a picture of the setup.
I don't see that a Timesert thread repair can improve anything in this case. You need to figure out why the bolt is suddenly too long for the application.
And if you say that the bolt goes in 1" (25.4mm) into the timing cover, that is well more than needed since most applications only use 1/2"-3/4" of threaded area.
