the engine is turning. What you need to do is jump pins 30 and 87 on the fuel pump relay receptacle and then check for voltage there at the fuel pump connector. My guess is it'll be there, in fact, I'm almost sure. You probably siezed the pump by running the tank dry. It doesn't take long for the pump to sieze with no cooling from the fuel. I suggest doing the ol' whomping the fuel pump with a rubber mallet while someone tries to start it. It just might break free and work. If you left that oil/fuel mixture in the tank, that just might lube it enough.
