transmission question

Last weekend while trying to diagnose a serpentine belt problem, I noticed something that surprized me and I still can't figure it out. I had the front passenger's side of the car raised on a jack stand with the wheel and wheel liner off. With the driver's side wheel firmly on the ground and the back wheels chocked, I started the engine with the shifter (5 spd.) in neutral. I walked over to observe the belt to see if it was working correctly and noticed that wheel was turning on its own. It bothered me enough that I ran back and turned off the motor. I don't understand why the wheel would start spinning with the transmission in neutral. What am I missing? I plan on replacing the tensioner this weekend (parts on the way from eeuroparts) and would like to know if this is a safe thing for me to do to check to see if I get it back together correctly. I don't want to have the car take off and run through my garage. TIA.
