On one of my cars, the arm broke. I fixed that with Saab's mixer flap arm repair kit. That worked for about a year, then the shaft snapped inside the box. The only solution was to replace the flap.
The flap is cheap. The labor isn't, as you need to remove the blower motor. Frankly, if I were going in after the flap, I'd replace the heater core. Yes, more $$ in parts, but the additional labor is minimal. And there are only two types of heater cores - ones that are leaking, and ones that are leaking but you don't notice it yet.
