That valve receives power from fuse 15 and ground from ETS ECU.
Hook a test light up to that fuse and check if the power is flickering at the same time as the buzzing.
If not, check out by the valve if the test light is flickering. If is does you have a bad wire going from that fues to vale and need to figure out how to check or repair it.
If power is steady out by the valve when buzzing, you might have a grounding issue from TCS computer and need to look into that.
This a higher school electrical testing though so you need to be familiar with ground/power testing to make any sense out of the results. Sure, a Saab wiring diagram will make a world of difference too if you have one.
