No it's not that simple. If the test light flickers at fuse 15 you have just moved a tiny bit closer to the problem.
Fuse 15 is supplied with power from a main relay that also feeds power to a bunch of things like ETS ECU, pedal sensor, throttle body, etc.
So if that main relay is flickering it could be power or ground supplied to that relay that causes the problem.
