I think I remember my Autometer A/F gauge coming with instructions that outline proper operation, but maybe yours went missing... In any case, the normal functioning of the oxygen sensor does involve sweeping back and forth a lot, as many as 10 times per second. In fact, I believe there is a certain range over which a good sensor should sweep, and a certain number of times in a second that it should cover this range. I don't have the figures off the top of my head.
As O2 sensors age, the sweep rate does slow down, and if the sensor was completely dead or disconnected, that's when you would get a solid reading on the A/F gauge (or no reading). That your gauge steadies out (hopefully going at least a couple bars green) when you get on the boost is even more indication that the gauge and your fuel system are working properly. The gauge should also stead anytime you get on full throttle, even before you get into high boost. Under deceleration, the gauge should drop off the lean end of the scale for a few seconds after you release the throttle, before it starts to sweep again.
So the bottom line is that your problem, is no problem at all!
