On an 88 or 89 you crawl in the back, turn each of the i/2" OD plastic things along the upper edge(just below the glass of the carpeted panel) 90 degrees and pull them out. Take out the two torx screws on the handle at the bottom and then you can pop off the panel. Grab the rod that goes down to the latch and pull up. It will open. then you need to sort through all the stuff up above to figure out your problem. It's very likely that the pivots on the handle are corroded and bound up. Should be obvious when you look at it.
