you do not boost well into the red and/or boost cut-off, you have a large
leak on the pressure side of the turbo. Check the connections between
the outlet of the turbo and the intercooler and between the outlet of
the intercooler and the plumbing up to the throttle body.
The "rubber" elbows may have a split that opens-up under boost pressure.
The by-pass valve, or "hooter" valve can have a broken diaphram that
will allow boost to escape. In normal operation, the TBV is open
(allowing boost pressure to reach th throttle body). When the throttle is
lifted, the resulting vacuum shuts the valve to removed presurized air
from slamming into the closed throttle plate.
The Viggen TBV is much more robust, allowing higher boost pressure
, without leaking.
Somewhere in your system is a large leak. Hope you find it.
